You might also check to see if your town has a small business development center. They will also give out loads of information.
Before I forget, the biggest thing to remember. Make sure you have a sound business plan created. It may seem like hard work and pointless at times, but it really helps keep things in order and you can not get an effecient loan without one. And make sure you get a lawyer who can sign a formal partnership agreement. Even though you trust your partner, you should always fill out sometype of agreement in writing. Just in case something happens.

Research your market first.
Assess demand. If it is a niche market, not appealing to a huge percentage of the population, then the demand from one town/city may not support a store.
Assess the competition. Online sales would be more appropriate for this type of niche market, especially for books which are easy to mail. Mmm, have Amazon got pagan books sewn up already? They have the advantage of huge economies of scale and can therefore sell cheap. Could you compete? Would you want to try?
I second the recommendation to assess the market first. I’ve seen a lot of Pagan bookstores that popped up, then disappeared after a few years, simply because they didn’t make enough.
If there is enough of a market (large enough Pagan population with enough free cash, and no competition), I’d also recommend making sure you can appeal to the larger community as well – find things to get non-Pagans in there as well for classes, knick-knacks, etc.
